The UK government has set out its intention to make teaching a Masters level profession http://www.dcsf.gov.uk/publications/childrensplan/
“to deliver a teaching workforce and a new generation of head teachers which is consistently world class we will allocate £44m over the next three years to make teaching a Masters-level profession, with all new teachers able to study for a Masters-level qualification through a focus on continued professional development.” 11th December 2007 http://www.dcsf.gov.uk/pns/DisplayPN.cgi?pn_id=2007_0235
From September 2009 new teachers will be required to have completed some Masters Level modules as part of their training course and be expected to begin to undertake study on the Masters in Teaching and Learning (MTL) http://www.tda.gov.uk/partners/cpd/masters_in_teaching_and_learning.aspx
